In this assignment, you are required to write an essay directly addressing the
following issue:
To what extent has adoption of the final recommendations (as
outlined by The Honourable Kenneth Madison Hayne AC KC in 2019)
of Australia’s recent Banking Royal Commission helped improve the
operation and stability of the banking sector?
In your report, you are required to adopt the following presentation guidelines:
- Your submission must be a Word document only (NO other formats are acceptable).
- The following sections must be included: (1) an initial title page that contains at a
minimum the unit code/name (BANK3012: Banking Supervision) and your student ID;
(2) the main body of the essay including three subsections [“Introduction”,
“Discussion”, and “Summary/Assessment”]; and (3) a reference list. DO NOT include
a table of contents or appendices.
- The word limit for the main body is 1,000 words. You may exceed the word limit by
up to 10% without penalty. Your title page and reference list are not included in the
word count, but footnotes are included.
- Your submission should flow as a full essay that proffers a coherent critique or
response to the article in question (please see the guide to writing essays on
Canvas).
- Presentation is an important component of the marking criteria: conciseness (you
must get to the point very quickly!) and clarity is critically important! The use of
appropriate tools to assist (e.g., headings/subheadings; figures/graphs) is allowed.
- At least THREE references are required. This may include academic papers,
industry/government reports, speeches, news articles, and so on. Referencing must
be consistent, complete and clear (any major style is acceptable although APA or
Harvard are preferred).
- Please pay STRICT attention to the University’s Academic Integrity requirements.
There will be zero tolerance for work that is not original. All submissions will be
processed through Turnitin and any evidence of plagiarism will be escalated to the
Academic Integrity Unit of the University.
In the main body:
- In the “Discussion” section, you are required to discuss AT LEAST ONE benefit and AT
LEAST ONE criticism.
- You are required to choose what you think are key issues. Issues may include but are
not limited to:1
➢ The impact on the prevalence of misconduct, trust and reputation;

➢ The perspective of different stakeholders including bank shareholders and
customers;
➢ The role and powers of government/regulators/media including the timing of the
recommendations and the effectiveness of their implementation;
➢ Experiences/lessons from other jurisdictions; and
➢ The smoothness/efficiency of the overall functioning of the financial system.
- While you are required to focus your discussion at an overarching level, as an
illustrative example to substantiate one or more of your arguments, you are required
to pick and briefly analyse ONE OR TWO of Hayne’s recommendations (there are 76
in total to choose from!).
- In the “Summary/Assessment” section, you are required to briefly summarise your
key arguments before making an overall assessment on the extent to which you
agree or disagree with the statement.
