In a 2022 Information Paper, the Australian Prudential Regulation Authority (APRA)1
comments on the ongoing evolution of banking-like services, as per snippet below:
As a financial analyst team working at APRA, you have been requested to construct and
provide a brief presentation at the next managerial meeting recommending and justifying
whether or not APRA ought to respond to the Australian non-bank lending market and, if
so, how?
This question is intentionally OPEN-ENDED so it is up to you to decide what types of
responses to consider, including but not limited to:
- Conduct and/or prudential requirements be imposed on such entities; or
- Bank licensing requirements be eased (e.g., new type of licence with less onerous
entry requirements) so that a greater proportion of such entities fall within the
scope of APRA’s ADI requirements.
Important instructions:
- Your team may assign tasks to individual members to ensure ALL members make an
equal contribution to the project. But the project must be presented as one coherent
document to which you have all contributed.
- ALL group members MUST present in the oral presentation. There will be a brief
Q&A session after your oral presentation.
- Your presentation pack must be professionally presented in PowerPoint format (and
submitted as a PDF). It is fine to use bullet points in your slides, but you must include
sufficient information for it to be read as a standalone document. Your oral
presentation must exactly replicate the PowerPoint slides you submitted on
Monday, October 16th (without change). You are, however, encouraged to
supplement the content in your slides with additional discussion during the oral
presentation.

- While the exact presentation-pack structure is up to you, it should include an
opening title page (include your team number, team member SIDs), a contents page,
and close with a references page. All pages are included in the 12-page limit.
- Structure and presentation is a critical component of grading: remember this
presentation is to time-sensitive management, so being clear and concise is essential!
For instance, it is STRONGLY RECOMMENDED that you include your bottom-line up
front (i.e., a “Recommendations” or “Exec Summary” page briefly stating your final
recommendations).
- In terms of the substance of your presentation, you will be marked on your ability to
construct a clear and reasonable recommendation (your actual position doesn’t
matter so long as it is sensible and well-justified!) that is well-supported with
consideration of BOTH (i) the risks posed by unregulated non-banks AND (ii) a
broad range of factors/risks contributing to your decision (both positive and
negative implications).
- There is no word limit for the presentation, but you must strictly adhere to the
maximum of 12 pages. You are discouraged from simply writing a report in Word
(with paragraphs of text) and then putting it in PowerPoint form. Your PowerPoint
submission supports your oral presentation, and it needs to be developed as such.
So, your PowerPoint submission must contain sufficient detail to properly address
the question.
- Your project needs to be properly referenced. Please pay STRICT attention to the
university’s Academic Integrity requirements. There will be zero tolerance for work
that is not original. All submissions will be processed through Turnitin and any
evidence of plagiarism will be escalated to the Academic Integrity Unit of the
University. All team members are equally responsible for such incidents.
