Background
(Assesses: LO2, LO3, LO4, LO5, LO6)
This assignment aims to demonstrate your capacity to apply and integrate
disciplinary knowledge using tools and techniques you have studied in the weekly
classes, appropriately frame problem situations, and suggest appropriate solutions
within a short period that you will likely experience in a 'real world' situation.
For this assignment, you are required to create business use cases for data
governance. This task builds on the work you did in weekly classes and the first
individual assignment. You have already researched and identified an incident
related to poor data governance. In this Data Governance Business Case
assignment, you will use the knowledge and skills you acquired in this course to
prepare a business case that proposes solutions to issues caused by poor data
governance. However, you need to select a different case from the one you used for
the first assignment. It is recommended that you do not use the cases of Optus or
Medibank for this assignment.
This assignment aims to help you recognise the importance of data for organisations
and:
- Demonstrate knowledge of the relationship of data governance with security,
privacy, ethics, and regulatory functions.
- Identify key stakeholders involved in governing data in different and changing
institutional contexts and technology platforms.
- Demonstrate knowledge of key data governance standards and framework
and practise their application through class activities and assigned tasks.
- Communicate in oral and written form your knowledge, thoughts and findings
through class discussions, group work and individual assignments.
Task
You are to conduct independent research to create a business case on a data
governance issue using a real-world example that occurred after 1st January 2022 and
describe the issue in detail.
Part 1: Analysis of Data Governance Relevant Incident (50%)
For this part, you will briefly outline the issue and analyse stakeholders using the rich
picture and root definition and analysis of culture and power.
You are required to apply the relevant data governance concepts to analyse the
incident and identify the key stakeholders, their roles and interests, and the cultural
and power dynamics that may impact data governance. Draw a rich picture to
express the problem situation. Remember to look for key stakeholders, entities,
structures, and viewpoints in the situation, key relationships, processes, issues, and
any potential ones, including possible contradictions (e.g., conflicting demands, and
opposing perspectives). Avoid too much text and arrows. This is a pictorial
description (not a systems description) of a complex situation.

On a separate page:
- List the key issue owners (or groups). This should lead to ideas about relevant
worldviews.
- Identify interacting roles, values, and norms that characterise this case situation.
- Identify commodities of power, for example, occupying particular roles and having
access to critical information, to show how power is expressed in the situation.
Note: You may focus on a problem that occurred anywhere in the world, but all
references, including the incident's source of information, must be available in
English.
Part 2: Data Governance Business Case (50%)
For this part, students will develop a business case to suggest a solution to the
incident analysed in part one. Students are required to apply the relevant data
governance concepts to develop a business case that addresses the data
governance issues identified in Part 1. The business case should include a
description of the proposed solution, its benefits, and risks, and an implementation
plan.
The Deliverable
Written report: 1800 ±10% words (excluding reference list).
Please use tables, diagrams, and charts to prepare a concise response.
Part 1: Analysis of Data Governance Relevant Incident
Briefly outline the incident: Provide a brief description of the data governance-
relevant incident that you will be analysing. This should include what happened when
it happened, and who was involved.
Rich Picture: Use a rich picture to visually represent the incident and the context in
which it occurred. A rich picture is a tool used to help you think about complex
situations and identify the key elements and relationships. Your rich picture should
include the key stakeholders, their relationships, and any other relevant factors.
Root Definition: Develop a root definition that describes the key elements of the
incident. In Soft Systems Methodology, a Root Definition takes the following form:
“A system owned by [OWNERS], where [ACTORS] perform
[TRANSFORMATION] on behalf of [CUSTOMERS] because
[WORLDVIEW] but limited by [ENVIRONMENT].”
Analysis of Culture and Power: Use relevant data governance concepts to analyse
the culture and power dynamics that may have impacted the incident. This should
include an analysis of the stakeholders, their roles, and interests, and any cultural or
power dynamics that may have influenced the data governance practices.

Part 2: Data Governance Business Case
Description of Proposed Solution: Develop a proposal for a solution to the data
governance issue identified in Part 1. Your proposal should address the root cause of
the issue and include a description of how the solution will improve data governance
practices.
Analysis of Benefits and Risks: Analyse the benefits and risks associated with
your proposed solution. This should include a discussion of the potential benefits of
the solution, the costs of implementing the solution, and the risks associated with the
solution.
Implementation Plan: Develop an implementation plan, as a table, for your
proposed solution. Your implementation plan should include a list of key stakeholders
and a description of the role that they will be taking to implement the solution.
Application of Relevant Data Governance Concepts: Ensure that you apply
relevant data governance concepts throughout your business case. This should
include an explanation of how your proposed solution aligns with data governance
best practices and how it will address the data governance issues identified in Part 1.
Note: Whilst you do not need to structure your discussion using the
points and questions in this document, they must be addressed in
the main body of the report. Use more section headings to
structure your discussion if you believe that allows for a better flow.
Submission Requirements
Submit your research report (individual assignment one) by the due date shown on
Canvas.
You will find the link to submit the report in the Assignment section of Canvas.
The report should be formatted using A4 paper size, 1.5 line spacing, 2.5cm margins,
and a sans-serif (e.g. Arial, Helvetica, Calibri, Aptos) font size of a minimum of 11pt.
Full and correct academic referencing practice must be followed employing APA 7th.
(see: https://www.library.sydney.edu.au/support/referencing/apa-7th) This
includes both in-text referencing and the reference list at the end of the assignment.
Late submissions will be penalised in accordance with the University and Business
School Policy as set out in the UoS outline.

You are permitted to use generative AI to help you; this use must be
acknowledged. For example, You may use AI tools such as (ChatGPT, Google
Gemini, and Microsoft Bing) to brainstorm ideas for your assignment. You may use
AI tools such as (Grammarly, Notion AI, ChatGPT, etc.) to directly suggest readability
improvements to your text in terms of grammar and expression.
Do not post confidential, private, personal, or otherwise sensitive information into
these tools. If you use these tools, you must be aware of their limitations, biases, and
propensity for fabrication. Your use of AI tools must adhere to the Student Charter
2020, including upholding honesty, ethics, professionalism, and academic
integrity.
