PUBL0090 Summer “Essay” 2021
Instructions:
The deadline for submission is Wednesday 12 May 2021 at 2:00pm UK time.
The assessment must be submitted on the Turnitin link called “Turnitin Submission - PUBL0090
- 3000 word coursework 12 May 2021,” which appears on your Moodle page for the IPP core
module under the “assessment” tab. Please ensure that you use your candidate number as the
Turnitin submission title.
Make sure you use pdf, doc, or docx as your submission format.
Your submission will be checked for plagiarism. Your submission should reflect your individual
efforts. Referencing other people’s work should follow the same rules as your other IPP core
module submissions. Any work you use should (be in quotation marks if a direct quote and then)
be referenced
• briefly (author, year, page number) in the text or footnote. This is included in the word
count.
• fully in a bibliography at the end of each “essay” (author, year, title, publisher). This
bibliography may not to exceed 1 page for each essay and does not count towards the
word count.
Answer both of the 2 questions posted below. Make sure you answer all parts of all questions.
You are encouraged to use the structure of each question as a structure for your answer.
The questions are weighted equally.
Word limit:
• Each question has a word limit of 1,500 words (total of 3,000 words for two questions).
• Your work will be subject to the usual word limit policies.
Late work:
• The usual lateness penalties apply but we understand that you may be facing
extraordinary and unexpected disruption at the moment, including possibly illness or
caring responsibilities. For those of you who will need an extension, UCL has
an enhanced extenuating circumstances policy.

Question 1
How do actors in international public policy (eg states, IGOs, NGOs) influence the natural
environment? What interests do they have, what constraints do they face, what policy options do
they have, and how effective are these policies? Discuss
• 1 key type of actor
• 2 key interests of that actor,
• 2 key constraints of that actor,
• 3 major policy options of that actor,
• and the effects of EACH of these 3 major policy options. For EACH of these 3 major
policy options, make sure you appropriately reference cross-national evidence about
effectiveness from research articles AND at least one real-world (country-year) example.
Answer all of the above questions in a policy brief that is clearly structured, precise, concise.
